Remove files from params when no file selected

Attached is a patch and updated test for the multipart parser to make it skip file params that have no file selected. As discussed here

I posted an alternate patch that sets the value to "" instead of nil here: http://rails.lighthouseapp.com/p...
But I think this patch results in the preferred behavior. I tested it with the Paperclip plugin in Rails and it solved the issue in that ticket.
