[PATCH] README reflects new policy to put patches on Lighthouse

The current README states, "Please mail bugs, suggestions and patches torack-devel@googlegroups.com."
A recent thread indicates that the new policy is to put all bugs, suggestions, and patches on lighthouse.
This patch updates the README to reflect those changes.

In a separate commit I changed the README to README.rdoc so GitHub will render it properly.

And in a third commit I changed the note to ask for both a ticket in Lighthouse AND a note to the mailing list with a link.

Patch three is okay, patch two is not enough---the Rakefile needs modification too. Then it can be applied too.
(I still think a README should be called README and not README.rdoc, but GitHub seems to be successful in inventing new conventions.)

I don't disagree with the name of README, but I don't see any real reason to resist.
